　　8月3日,casque dr dre，媒体报道《云南罗平工商罚款有指标》，反映罗平县工商局在工作中存在“下达罚没指标并交纳风险金，年底双 倍返还”、“要求商户缴会员费”、“产品质量抽检商户要出检验费”等问题。针对媒体反映的问题 ,supra，云南省工商局党组高度重视，当即责成省局机关有关处室、曲靖市工商局组成调查组赶赴罗平县开 展调查,burberry。

　　调查组认真核查罗平县工商局相关文件、文书档案，专门走访45名干部职工，没有发现罗平县工商局对各股 室、工商所(分局)下达“罚没指标”，也未与干部职工签定过“罚没指标责任书”。2010年以来，罗平县工 商局与各股室、分局和工商所签定的工作责任书包括党风廉政建设责任书、社会治安综合治理责任书、省市重点工 作责任书等几种,louboutin，其中没有专门的“罚没指标责任书”,louboutin pas cher，所签各类责任书的考核内容中也不包括“罚没指标”。

　　罗平县工商局在今年农资产品质量专项检查中，委托省化工质监站进行抽检，相关检验费用由罗平县工商局先 向经营户代为收取，交给云南省化工产品监督检验站，由该检验站开具票据后再交给经销商，共向18户农资经营 户代收检验费共计22110元。其行为与《产品质量法》第十五条“不得向被检查人收取检验费用”的规定不符 。

　　中新网罗平8月6日电 (记者 保旭 史广林)连日来，关于云南省“罗平县工商局罚款指标”事件引起了舆论的极大关注。由云南省工商局和曲靖市工 商局组成的调查组于8月3日起，开始进入罗平进行调查。5日晚间，曲靖市委宣传部向媒体披露了《曲靖市工商 局对罗平县工商局存在问题的调查情况及处理意见》。


　　此前，多家媒体经过调查向大众发布新闻：“罗平县工商下达罚没指标、强制收取会员费、要求该局执法人员 缴纳风险金、向农资经营户收取检验费”。(完)
　　3.责成罗平县工商局继续做好退还检验费事宜。对此问题，曲靖市局先期已进行过处理。2011年7月2 0日,moncler，曲靖市局党组已经责成罗平县局按照产品质量法规定，退还向18户农资经营户收取的检验费用共计22110 元。截止8月4日，罗平县局已退14户，金额17990元。现责成罗平县局对剩余4户(涉及金额4120元 )继续做好退赔工作。
　　调查组深入罗平县马街镇，走访了新闻中提及的民丰生产资料有限公司李明凯、马街镇赵氏五金建材店等两户 经营户，并扩大走访范围，走访了周边的严文敬、张明坤、黄世贵、梁关娣等经营户，查阅了罗平县个私协会相关 文件，没有听到商户关于搭车收费、超标准收费、强制收费的反映，没有发现“不缴会员费，营业执照年检会被刁 难”的行为,burberry soldes。但有经营者反映协会组织活动少、宣传不到位。

　　(二)关于干部职工缴纳风险金的问题。

　　1.对罗平县工商局向职工收取风险金的行为进行深入调查。对违反政策规定的行为严肃查处，依法追究相关 责任人责任，严肃问责，决不姑息迁就。
